An intriguing feature of this installation is the scale: these are huge feet! They're stomping on the little guys! I wish I could get better detail here (or see this in real life) to see what's going on with said little guys. Presumably they're pretty unhappy about being kept down by the Man. The nameless, faceless, well-dressed Man, wearing newly shined shoes with soles that are HARD. But this is all speculation, as they are too small for me to read their faces or body language--I suppose they could be resigned to their lot, or even satisfied with being a part of something bigger than themselves.
